- Valid driver's license for the operator

- May be driven on any road posted 35 mph or less; may cross higher-speed roads at intersections
Golf cart rules are different
A golf cart (under 20 mph, no VIN) may only be driven on roads a city or county has specifically designated for golf-cart use, generally posted 30 mph or less, and only during daylight unless it has lights. Operators must carry a driver's license or learner's permit if under 18 and government ID if 18 or older. Most South Florida cities — including Delray Beach — expect residents who drive on public streets to use an LSV.
Buying an LSV from a licensed dealer
Every new SpeedBX, Edge EV, and Moke America we sell is built as an LSV with the required equipment and a Manufacturer's Certificate of Origin. That's what makes it eligible for a Florida title, registration, and tag — a standard golf cart never qualifies.
Street-legal golf carts vs. LSVs in Florida
Florida treats a golf cart and a Low-Speed Vehicle (LSV) very differently. A golf cart tops out under 20 mph, has no VIN, and can only be driven on roads a city or county has specifically opened to golf carts. An LSV is a federally classified motor vehicle with a top speed of 20–25 mph: it carries a 17-digit VIN, is titled and registered with the Florida DMV, carries PIP and property-damage insurance, and can be driven on any public road posted 35 mph or less.
Every new electric cart we sell is built as an LSV with the required equipment — headlights, tail and brake lights, turn signals, mirrors, seat belts, windshield, parking brake, and reflectors. Each one comes with a Manufacturer's Certificate of Origin so it can be titled and registered as an LSV in Florida.
Frequently asked questions
- Can you convert my existing golf cart to street legal?
- A standard golf cart cannot be retitled as an LSV in Florida unless it was manufactured as one and has a VIN. We can add LSV equipment for safety and for use on designated golf-cart roads, and we can help you move into a factory LSV with a trade-in.
- Do I need insurance for an LSV?
- Yes — Florida requires PIP and property damage liability coverage for an LSV, the same minimums as a car.
- Can I drive an LSV on A1A or Federal Highway?
- Only on sections posted 35 mph or less. Much of A1A through Delray Beach and Highland Beach qualifies; most of Federal Highway does not, though an LSV may cross it at an intersection.
